parent cadre or Department; OR

With Ten (10) years of service in the grade rendered after appointment thereto on regular basis in Level-4 in the Pay Matrix (Pre-revised PB -1 of Rs.5200- 20200 with Grade Pay of Rs.2,400/- on regular basis) or equivalent in the
parent cadre/department; AND
